EU Cosmetics Regulation 2026: Key Changes at a Glance

2026 brings several significant updates to the EU Cosmetics Regulation. The expanded fragrance allergen list (≈81–82 substances) becomes mandatory for new products from 31 July 2026. Regulation (EU) 2026/909 (Omnibus II) bans triphenyl phosphate and revises limits for zinc salts, citral, benzyl salicylate, aluminium compounds, acetylated vetiver, new hair dyes and DHHB, with placement bans from 1 January 2027.

CMR-related prohibitions under Regulation (EU) 2026/78 apply from 1 May 2026. The formaldehyde-releaser labelling threshold has been lowered to 0.001%, and the REACH restriction on D5/D6 will fully cover leave-on cosmetics from 6 June 2027. Further Omnibus amendments (including additional CMR substances) are expected in late 2026 / early 2027.
