EU Formaldehyde-Releaser Labelling Threshold Tightened in 2026

Under previous amendments (including Regulation (EU) 2022/1181), the concentration threshold that requires the warning “releases formaldehyde” on cosmetic product labels was significantly reduced to 0.001% (10 ppm). By approximately 15 July 2026 the sell-through period for products labelled under the older higher threshold ended.

Preservatives such as DMDM Hydantoin, Imidazolidinyl Urea, Diazolidinyl Urea and Quaternium-15 are particularly affected. Brands must ensure that any product still on the market carries the correct warning where the total formaldehyde release exceeds the new limit.
