EU Fragrance Allergen Labelling: The 31 July 2026 Deadline

Commission Regulation (EU) 2023/1545 expands the mandatory individual disclosure of fragrance allergens under Annex III of Regulation (EC) No 1223/2009 from 26 to around 81 substances. From 31 July 2026 any new product placed on the EU market must list these allergens when present above 0.001% in leave-on products or 0.01% in rinse-off products.

Products already placed on the market before this date may continue to be made available until 31 July 2028. Brands should update CPSRs, labels and CPNP notifications accordingly.
