EU Omnibus Regulation 2026/909: New Ingredient Restrictions

Commission Regulation (EU) 2026/909, published in April 2026 and applicable from May 2026, adds triphenyl phosphate to Annex II (prohibited) and revises conditions for water-soluble zinc salts, citral, benzyl salicylate, aluminium compounds, acetylated vetiver, certain hair dyes, a new preservative and the UV filter DHHB.

Non-compliant products may no longer be placed on the market from 1 January 2027 and must generally be withdrawn by 1 July 2028. Brands should audit formulations and update safety assessments and CPNP entries promptly.
