USA MoCRA 2026: Facility Renewals and Upcoming Rulemaking
Under the Modernization of Cosmetics Regulation Act of 2022, cosmetic product facilities that registered in 2024 must complete their first biennial renewal in 2026. The FDA has updated the Cosmetics Direct portal to support this process.
The 2026 Regulatory Agenda includes Notices of Proposed Rulemaking for fragrance allergen labelling and a ban on formaldehyde and formaldehyde-releasing chemicals in hair smoothing products (targeted for later in 2026). A PFAS assessment report was published in December 2025. The GMP rule remains on the long-term actions list.
