UK includes England, Scotland, and Wales, and for those who intend to sell cosmetic products in Northern Ireland, separate guidance is available. The guidance explains Regulation (EC) No 1223/2009 on Cosmetic Products, as amended by the Product Safety and Metrology etc.
(Amendment etc.) (EU Exit) Regulations 2019. This Regulation outlines the requirements that must be met before cosmetic products can be sold in UK with the aim of ensuring public health and promoting fair competition. The new regime also requires a Responsible Person to be located in the UK, as per Articles 4, 5, and 5A.
